Position Summary:
The Contracting Manager is responsible for estimating, proposal development, and securing master service agreements and site-specific projects related to distribution, transmission, and substation construction. This role serves a variety of customers on behalf of the client. The Contracting Manager fosters customer relationships, supports project and field operations with critical contractual information, and ensures compliance with project specifications. The ideal candidate is independent, detail-oriented, and skilled in managing complex construction contracts.


Essential Functions:

Under minimal supervision, the Contracting Manager will:

  • Develop thorough estimates and proposals for both project-specific work and master service agreements.

  • Review project plans/specs, ensuring alignment with project teams to verify scope.

  • Attend pre-bid meetings (virtual or in-person) with customers.

  • Identify and evaluate project risk and scope complexities.

  • Solicit subcontractor and supplier bids and pricing.

  • Build and maintain strong relationships with customers, design teams, contractors, suppliers, and end-users.

  • Lead contract negotiation and collaborate with internal teams to ensure proper execution of contract terms.

  • Manage subcontractor coordination and material procurement.

  • Facilitate key contractual meetings including pre-bid, negotiation, kickoffs, and post-project reviews.

  • Provide relevant performance feedback to project and field management.

  • Support storm and emergency restoration efforts as needed.


Minimum Requirements:

  • Bachelor’s degree (preferred in Engineering or Business Management).

  • At least 2 years of contract or project management experience (utility construction preferred).

  • Strong math, communication, and computer skills.

  • Solid understanding of project management fundamentals and financial systems.

  • Proficient with Microsoft Office (MS Project/Primavera is a plus).

  • Demonstrated ability to write complex proposals, technical documentation, and business correspondence.

  • Strong presentation skills for both small and large audiences.

  • High energy, proactive work ethic, and ability to thrive in fast-paced, ambiguous environments.

  • Ability to develop/maintain productive internal and external relationships.

  • Strong planning, organization, and time management abilities.

  • Exceptional attention to detail; able to spot and correct discrepancies.

  • Skilled in negotiation, decision-making, and conflict resolution.

  • Working knowledge of contract pricing structures (Fixed Price, T&M, Cost Plus, Unit).

  • Ability to influence and lead in a matrixed environment.

  • Effective collaboration skills with individuals from diverse backgrounds.


Physical Demands:

  • Regular speaking and listening; frequent walking, standing, reaching, and use of hands to handle tools or technology.

  • Must be able to perform tasks in both office and field environments.


Work Environment:

  • Primarily office-based with minimal exposure to harsh environmental conditions.

  • Occasional exposure to dust, fumes, odors, or poor ventilation based on project site visits.
